Specifies a user ID. Enter a user ID in the To User ID field if the note is for another user.
You must also select the Notify field if you want the note to appear as a notification on that user's Role Center.
If you want to display the note on your own Role Center, enter your own user ID in the To User ID field, and select the Notify field.
