Open the 
Permission Sets window.
Shows all permission sets that are currently defined in the Microsoft Dynamics NAV 2013 R2 database. A permission set is a collection of database permissions for one or more objects in the Microsoft Dynamics NAV database that you can assign to one or more users. Several predefined permission sets are provided by default. You can use these permission sets as defined, modify them, or create additional own permission sets.
